School Knoll Park will be undergoing exciting renovations for 2023! These park improvements include trail reroute, playground renovation, basketball renovation, replacing the site amenities, tree relocation, parking improvements, new park lights, and new signage.

Project Schedule: Tree Relocation: End of April 

Park Reconstruction Start: After School is out for Summer, (Roughly June 8th) 

Completion Date: Before School resumes for Fall, (Roughly end of August)

The City of Otsego received $3.4 Million in Congressional assistance to incorporate water treatment. This particular site is one of four well houses that receive water from 9 deep wells, chosen for its capacities and ability to reach the entire customer base. Natural geology presents a variety of minerals and elements filtration will target and remove.

April – October:  Design & Equipment procurement 

November – December: Regulatory review 

January 2024: Bid

2024: Construction starts 

2025: Operational

A new municipal well is being added to support community water needs. Drilled over 250 feet deep, water will be drawn from the Wonewoc geologic formation anticipated to provide volumes between 500-600 gallon per minute. Initiated early December, the well and supporting infrastructure will assist 2023 water demands and beyond. The existing Otsego West Wastewater Treatment Facility (WWTF), located at 7551 Lancaster Ave, has been in service since 2005 and is nearing its original rated capacity. In accordance with the 2018 City of Otsego Wastewater Master Plan, a project to expand the treatment capacity of the West WWTF is underway. In addition to capacity expansion, it is the City’s desire to reduce odors, traffic and noise from facility operations experienced by the adjacent residential neighborhood and City Park. This is being done through the design of a new treatment process and associated indoor waste solids loading facility, as well as relocation of an administration building and site access. 

The design for the project includes an upgraded preliminary treatment building, a new fine screening building, upgraded secondary biological treatment process, membrane biological treatment, UV disinfection, and low energy cascade aeration of water before discharge to Otsego Creek. By utilizing membrane treatment, the discharge water quality will further improve. The waste solids storage tank, which had generated odors in the past was removed from operation in 2020 and is no longer needed for storage services with this upgrade.  The waste solids loading will be enclosed within a building and additional odor control implemented to mitigate odors from loading operations. 

With the completion of this project, the City of Otsego can continue to meet the wastewater treatment needs of the City as residential and business growth continues. The upgraded facility will also provide the ability to meet current and future regulatory requirements.

    • 22 ft wide street with 1 ft gravel shoulders
  • REPLACE CENTER LINE CULVERTS AS NEEDED 
  • PLACEMENT OF 3.5” OF BITUMINOUS IN 2 LIFTS 
  • PLACE GRAVEL SHOULDERING USING RECLAIMED MATERIAL 
  • ELEVATION OF STREET WILL BE 3.5” – 4.0” HIGHER 
  • DRIVEWAY APPROACHES
    • Bituminous drives will be milled a minimum 5 ft from the edge of the road then re-paved to match the street.
    • Concrete drives will be sawcut at the nearest joint and re-poured to match the street. 
  • LANDSCAPING WILL BE RESTORED IN THE DISTURBED AREAS, INCLUDING PREMIUM TOPSOIL, SEED, AND HYDRO-MULCH

Plans and specifications have been prepared for the East-West Watermain Connection Project.  The project will entail connecting the City’s east and west watermain systems to increase redundancy of the water system, improve water quality and water pressure, and be able to fill both west water towers to maximum capacity. 

The Bid Opening is proposed for June 7 with potential award on June 12. Contractors have stated obtaining pipe and vaults is approximately two months out once the contract is awarded. It would be mid-August at the earliest that construction would start. The specifications published will note that the Contractor cannot start work on portions of the project that easements are not yet obtained. The substantial completion for the project is proposed for November 30, 2023.
